  4. Speed Shifter is an FKey which allows the user to slow down their machine.  When envoked, the
  5. user is presented with a dialog box which will allow them to select a machine whos speed they
  6. would like to emulate.  The user can also input their own speed to aid it debugging software or
  7. performance evaluation.
